    Page Stoutland, NTI?s vice president for scientific and technical affairs, joined the Nuclear Threat Initiative in 2010. He is responsible for NTI?s scientific and technically related projects designed to strengthen nuclear security around the world. ?Current themes include promoting improvements in nuclear materials security through the NTI Nuclear Materials Security Index, strengthening technical cooperation with China and working to strengthen cyber-security at nuclear facilities.

    Prior to joining NTI, Stoutland spent the last ten years at Lawrence Livermore National Laboratory (LLNL) where he held a number of senior positions, including the director of strategy, program director for Domestic Security and division Leader for Radiological & Nuclear Countermeasures. During this time, he was instrumental in developing and leading LLNL’s programs in support of the post-9/11 homeland security effort. This included the development and deployment of next-generation radiation sensor systems, the deployment of systems to protect high-value assets and the advancement of nuclear forensics approaches.

    Prior to joining LLNL, he held positions within the U.S. Department of Energy where he served as the director of the Chemical and Biological National Security Program and at Los Alamos National Laboratory.

    Stoutland holds a bachelor’s degree from St. Olaf College in Northfield, Minnesota and a doctorate in chemistry from the University of California, Berkeley. After completing his doctorate, he spent two years at Stanford University as a National Institutes of Health post-doctoral fellow.

    The Honorable William C. Ostendorff was sworn in for a second term as a Commissioner of the U.S. Nuclear Regulatory Commission (NRC) on July 7, 2011, to a term ending on June 30, 2016. His first term was from April 1, 2010, to June 30, 2011.

    Mr. Ostendorff has a distinguished career as an engineer, legal counsel, policy advisor, and naval officer. Before joining the NRC, Mr. Ostendorff served as the Director of the Committee on Science, Engineering and Public Policy and as Director of the Board on Global Science and Technology at the National Academies.

    Mr. Ostendorff came to the National Academies after serving as Principal Deputy Administrator at the National Nuclear Security Administration from April 2007 until April 2009. From 2003 to 2007, he was a member of the staff of the House Armed Services Committee. There, he served as counsel and staff director for the Strategic Forces Subcommittee with oversight responsibilities for the Department of Energy’s Atomic Energy Defense Activities as well as the Department of Defense’s space, missile defense and intelligence programs.

    Mr. Ostendorff was an officer in the United States Navy from 1976 until he retired in 2002 with the rank of Captain. During his naval career, he commanded an attack submarine, an attack submarine squadron and served as Director of the Division of Mathematics and Science at the United States Naval Academy.

    Mr. Ostendorff earned a bachelor?s degree in systems engineering from the United States Naval Academy and law degrees from the University of Texas and Georgetown University. He is a member of the State Bar of Texas.

    Craig Piercy serves as the Washington Representative for the American Nuclear Society. In this role, he helps devise and execute ANS’ federal outreach activities to Capitol Hill, the Executive Branch on behalf of the 11,000 men and women of the American nuclear community.

    Craig has over 20 years of experience in public policy, both within government and as an advocate representing corporations, universities, and trade associations. ?After graduating from the University of Maryland, College Park, Piercy worked on Capitol Hill for 8 years.? While there, he served as Chief of Staff for Congressman Joe Knollenberg (R-MI), coordinating the day-to-day operations of his D.C. and district offices and overseeing his work on the House Energy and Water Appropriations Subcommittee.

    While on Knollenberg?s staff, Craig helped kick-start the effort to accelerate cleanup of the Department of Energy?s former nuclear weapons production sites, the fruits of which can be seen in the subsequent closure of the Rocky Flats and Fernald sites; maintain funding for DOE?s nuclear R&D programs, and establish the House Nuclear Issues Working Group.

    For the October 15, 2014 DC ANS dinner meeting, Vice Admiral (Ret) Joe Leidig, Corbin A. McNeill Endowed Chair in Engineering, U.S. Naval Academy,?will be speaking on:

    “A Look Back at the History of the Naval Nuclear Propulsion Program”.

    In August 2013, Vice Admiral (Ret) Joe Leidig returned to the U.S. Naval Academy as the Class of 1962 Corbin A. McNeill Endowed Chair in Engineering.

    In addition to teaching in the Mechanical Engineering Department, Leidig will mentor midshipmen nuclear?related capstone projects, develop seminars and workshops centered on nuclear energy, and pursue sponsorship for faculty and midshipmen research.

    Leidig graduated with distinction from the U.S. Naval Academy in 1978 with a Bachelors of Science in Mathematics and is an honorary graduate of the Naval Academy Class of 2008.

    Leidig previously served at the Naval Academy as an instructor in the Weapons and Systems Engineering Department from 1982-1985 and later as the 80th Commandant of Midshipmen from 2003-2005.

    Leidig?s Navy operational tours included service in both attack and ballistic missile submarines culminating with assignment as Commanding Officer of USS Cavalla (SSN 684) where his crew earned two Meritorious Unit Commendations and the Navy Battle Efficiency E.

    Leidig?s other command tours included service as Commander, Submarine Development Squadron 5; ?Commander, Naval Forces Marianas and ?Navy Region Marianas, and Commander Submarines, Allied Naval Forces South (NATO) / Commander, U.S. Submarine Group 8.

    Leidig?s final assignment before returning to the Naval Academy was as Deputy Commander, U.S. Africa Command.? During his tour, U.S. Africa Command led U.S. combat operations in Libya and provided combat support for African military operations in Somalia and Mali.

    Leidig earned a Master’s degree in National Security and Strategic Studies from the Naval War College as a distinguished graduate in 1994, completed the National Security Management Program at Syracuse University in 2001 and the Navy?s Executive Business Course at University of North Carolina in 2005.
